#10 is just making a frequency table out of the given Democrat info.

1) Create a frequency table. They want you to go by intervals of 3.
So let's use intervals 0-2, 3-5, 6-8, 9-11, 12-14, 15-17, 18-20, 21-23, 24-26, 27-29.
2) OK, so the red is for Democrats. Let's see... in AL there are 2 Democrats, so put a mark in the tally interval where 2 is (the 0-2 interval).
3) In AK there are 0, so put a mark in the 0-2 interval again.
4) Keep going... and at CA there are 28, so put a mark in the 27-29 interval.

That's all. Then create the histogram. More in a bit.
